Synchronizing highlighted text & audio files

Edukafaso, a Burkinabe NGO focusing on education and development, is considering modifying the Jula page at its awardwinning site <http://www.edukafaso.org>(approve sites) to include both text and audio of the page content. One question is if there is software available to permit the use of a "bouncing ball" effect, highlighting or pointing to words in the text as they are played in an audio file.
This need not be on the complex level of TTS - perhaps something that could be synchronized? Similar sorts of effects are apparently used in some language instruction programs - can such be adapted to a webpage?
