[Chinese] Chinese proverb or motivational statement?

A popular meme, I guess you'd call it, that is circulating now is called a Chinese proverb. Is it so, or a saying of more contemporary origin?
"When the winds of change blow, some people build walls and others build windmills."
Found a Chinese version online:
风向转变时,有人筑墙,有人造风车|
My impression from limited study and language abilities is that proverbs in China tend to be very economical with words, implying a concept(s) and lesson from a vivid picture or allegory. The saying in question is a nice one, it sounds like it could be a motivational statement in any culture.
