Perhaps for public education and outreach. For instance I would add it to an otherwise more or less static page on CLDR on the PanAfriL10n wiki. Maybe I'm the only one, but I tend to think if it's offered it will get used, and it then turns into another way to build awareness etc.\
One runs into a lot of sites offering RSS that you wonder why would anyone bother, but for something like CLDR I'm sure that if you offered it - and in this case I'm thinking more of a feed of news / site updates, not of this list (though that's another option) - people would use it. The list addresses one kind of communication need, the RSS feed(s) another, IMO, and they're complementary.
