I am in the process of forming a new list for African languages and cultures on H-Net, and have communicated with Jouni Maho about that. This project has taken too long already, but if there is sufficient interest I will put in the time to push it through.
H-Net is an academically oriented network of networks, whose lists are moderated. As such it weathers the spamstorms quite successfully. See http://www.h-net.org
For those interested, there is already a Yahoogroup at http://groups.yahoo.com/group/AfricanLanguages/
